GBL Rules 2033

Commissioner

The Commissioner will manage the daily operation of GBL, simulating games in a

timely manner, maintaining league files and participating in GM discussions. He will

respond to questions about the league and facilitate the recruitment and

development of new members. The Commissioner will act in the best interest of the

league at all times!

Leadership Council

The leadership committee will consist of experienced OOTP GMs and former

commissioners. These GMs will aid the Commissioner in league matters, provide

opinion in sensitive issues, and be part of big decisions. They will be a point of

contact for other GMs with questions or concerns about the league. Current LC

members are Justin(Commish/KC) Alberto (ARI), John(STL), Marlins Man(MIA), High(MIN).

General Managers

GM’s will own a copy of OOTP and expect to update to each new version, be active

and responsive online and export regularly. They should also post prior to any

absence. Should a GM decide to leave the league, for any reason, I ask that he or she

send a brief note to the Commissioner so that we may find a replacement as quickly

as possible.

The Commissioner reserves the right to take action should a GM fail to export or

communicate in a timely manner or conduct him/herself in a way deemed

detrimental to the league. Remember, we are here to compete, but have fun!

Any GM that misses 5 consecutive exports without notifying leadership will have their

position in the league put up for review with the option of being removed from the

league.

Rules Changes

Each off-season from the end of the World Series to the Pre-Season there will be a

period of time for votes on league rule changes. Any GM that would like to propose a

rule or league setup change is welcome to bring up any ideas during the playoff

period. Ideas will be voted on by the leadership committee before being brought to a

league wide vote.

Contracts and Extensions

Players under team control must have completed three years of major league

service to sign a multi-year contract extension, free agents excepted.

A one year extension may be offered to arbitration-eligible.

For any contract, free agent or extension, with any annual value of 10-Million or

more, no contract year will be more than twice that of the lowest. (Example: If a

player signs a contract for $5 million, $8 million, and $15 million that contract will

be illegal and will be voided. To be in line with rules the contract would need to be

$8 million, $8 million, $15 million)

If an illegal extension can not be cancelled out the contract will be made a one-year

deal of the AAV of the contract.

Team Options

Each team option year must have a 25% buyout. Violations will result in the year

becoming guaranteed.

In any contract with two option years, both options must be team options.

Vesting Options & Incentives

Vesting Option years and Incentives must be reasonable:

– PA (plate appearances) 550 or less

– IP (innings pitched) for starter (stamina 50+) not to exceed 180 innings

– IP for a reliever (stamina 45-) not to exceed 80 innings

– GF (games finished) for closers not to exceed their highest previous year

Violations of vesting options will result in the year becoming guaranteed.

The maximum combined total incentives offered in a contract mustnot exceed 25% of

the lowest guaranteed contract year.

Trading Players

Trades must be posted and confirmed in slack by both GM’s before being processed.

The Trade Deadline is July 31st in-game, after which no trades (of any kind) will be

processed until after arbitration.

Trades processed POST-SIM (pre-sim trades can be requested though). If any player is injured longer than 21 days during

the sim the commissioner will give both teams the option to either cancel the

trade or process it. If the GM’s are not able to be reached the trade will be

pushed back one sim.

No trading of Draft Picks (except for comp picks, see below).

Free agent signings may not be traded until June 15th.

Disallowed OOTP trades will be noted by the Commissioner and that trade voided (for

example, teams may not trade further into the red, per OOTP).

Top 10 position players and Top 20 Pitchers must be on the trade block for 12 hours

prior to trading them.

Free Agent Compensation

Free agency Compensation will be with OOTP rules for CBA 2017.

However, signing a player that rejects a QO WILL NOT result in the signing team

forfeiting a pick.

Draft Lottery

Starting in the 2035 season, the first 10 picks in the draft will be awarded via lottery,

then ordered by worst record first for any teams that didn't land a lotto pick.

Second-worst record: 16.5%

Third-worst record: 16.5%

Fourth: 13.25%

Fifth: 10%

Sixth: 7.5%

Seventh: 5.5%

Eighth: 3.9%

Rule 5 Draft

House Rule: Any player 23 years old or under will NOT be eligible for the Rule 5

Draft. Any team drafting a player that is aged 23 or younger will have that player

returned to the original team and be fined $500k

2041.1: Should the league allow players to become a Free Agent coach at the request of a GM?A GM would be allowed to make 1 request per offseason before arbitration. The commissioner will not adjust any styles or personalities.

Commissioner)

DFA 15 days (Any player left who’s DFA time expires and blocks a sim from continuing

will be returned to the roster or demoted. If there is no place to put the player he

will be released)

Competitive balance picks

The process for determining picks will be as follows:

1) bottom 10 revenues from the previous year

2) bottom 10 markets from the previous year

Tiebreakers (in order): budget, winning percentage

* Teams are only allowed 1 pick

* Total picks are then divided up between Rounds 1 and 2 and placed at the end of

the respective rounds.

* These draft picks can be traded up until the start of the draft

Fan interest

Teams will be awarded fan interest points on the following basis:

- 1 point for winning Rookie of the Month

- 5 points for winning Rookie of the Year, 3 points for finishing second, 1 point for finishing third

Minor League Rules

Minor League roster limits and service time restrictions:

Level AAA : 30 man active roster, no service time limit

Levels AA : 30 man active roster, no service time limit

Level A Advanced : 30 man active roster, age limit of 25

Level A : 30 man active roster, age limit of 24

Level A Short-Season : 35 man active roster, age limit of 23

Rookie Winter League (Appalachian Winter League): 35 man active roster, age limit

of 23, 3 years service time

Rookie + (Gulf Coast League): 45 man active roster, age limit of 23

Rookie (Dominican Summer League): 45 man active roster, age limit of 22

SIM Schedule

GBL will simulate MWF and Sunday seven days at a time – unless there is a need to

hit a specific date.

The Post-Season schedule will simulate the “play-in” games, then the first “half” of

each series (games 1-3 of 5 or 1-4 of 7) and then complete the series with a second

sim. (Unless all GMs in the round are available to export sooner. In which case we

will finish as many rounds as time allows)

Off-season will simulate per Commissioner’s posted schedule.

Moving Teams

When there is an opening the league commissioner will announce it to the league to

give GM’s the opportunity to move. GM’s will have one day to apply for the opening.

GM’s that desire to move teams can do so once per career. GMs can earn another

move by winning the World Series.

In the event multiple GMs want a move the commisioner and all applicants will come

up with an agreed upon way to determine who gets the job.

Exceptions to the one move per career rule will be made in filling hard to fill teams

on a case by case basis.
