GBL League Constitution & Rules (2051 Edition)

Commissioner

The Commissioner manages daily GBL operations, simulates games in a timely manner, maintains league files, and participates in GM discussions. The Commissioner responds to questions, recruits and develops new members, and acts in the league’s best interest. If a conflict of interest arises, the Leadership Council (LC) will decide.

Leadership Council

The Leadership Council consists of experienced OOTP GMs and former commissioners. They support the Commissioner, advise on sensitive issues, assist with major decisions, and act as a resource for GMs.

General Managers

GMs must:

• Own a copy of OOTP and update to each new version

• Remain active and responsive

• Export regularly

• Notify the Commissioner of absences

If a GM leaves, they must notify the Commissioner to help find a replacement. The Commissioner may take action for inactivity, lack of communication, or detrimental behavior. Any GM who misses 5 consecutive exports without notification will have their position reviewed and may be removed.

Rule Changes

During the off-season (post-World Series to pre-season), GMs may propose rule changes. Proposals submitted during the playoffs are reviewed by the LC with a simple majority (>50%). Approved proposals proceed to a league-wide vote with a simple majority unless otherwise specified.

Contracts & Extensions

• Players under team control must have 3 years of MLB service to sign a multi-year extension (free agents exempt).

• Arbitration-eligible players may receive a one-year extension.

• For contracts $10M+ AAV, no year may exceed 2× the lowest salary year. Illegal contracts will be voided or adjusted to a one-year deal based on AAV.

Team Options

• Each team option must include a 25% buyout; violations make the year guaranteed.

• If a contract has two option years, both must be team options.

Vesting Options & Incentives

Must be reasonable:

• Plate Appearances: max 550

• IP (Starters, Stamina 50+): max 180

• IP (Relievers, Stamina <45): max 80

• Games Finished (Closers): max equals previous year’s total

Violations make the year guaranteed. Incentives must not exceed 25% of the lowest guaranteed contract year.

Trading Players

• Trades must be posted and confirmed in Slack.

• Deadline: July 31 (in-game)

• Post-sim trades only processed if requested pre-sim.

• Injured players (21+ days) trigger a pause/option for cancellation.

• Draft picks cannot be traded except Competitive Balance picks.

• Free agents cannot be traded until June 15.

• OOTP-disallowed trades are voided.

• Top 10 hitters and Top 20 pitchers (OSA) must be on the trade block for 12 hours before being traded.

Free Agent Compensation

• Follows OOTP CBA 2017 rules.

• Signing a player who rejected a QO does not result in draft pick forfeiture.

Draft Lottery (Begins 2035)

Top 10 picks determined by lottery; remaining teams draft in reverse order of record.

Lottery Odds

• 1st–3rd worst: 16.5%

• 4th: 13.25%

• 5th: 10%

• 6th–18th: decreasing to 0.23%

Rule 5 Draft

• Players 23 or under are not eligible.

• Drafting an ineligible player results in return + $500K fine.

Ratings, Coaching & Scouting

• Coaching: ON

Coaching Rule

GMs may request 1 player per off-season to retire and become a Free Agent coach.

• Commissioner will not adjust styles/personalities.

• The team on the player’s hat has first right of refusal.

• Visiting Gate Share: 20%

• National Media Contract: $40M

• Owners set budgets

DFA Handling If a player is at 0 days of DFA:

• Attempt to move to AAA

• Add to 40-man if needed and space allows

• If impossible, GM gets 7 more DFA days; if still unresolved, player is released

Playoffs

• 12-team format

• #1 and #2 seeds in each league get a bye

• Wild Card: Best-of-3

Competitive Balance Picks

Determined by:

1. Bottom 10 in revenue

2. Bottom 10 in market size

Tiebreakers: budget → win %

• 1 pick per team

• Split across Rounds 1 & 2

• Tradable until draft begins

Fan Interest Bonuses

• Rookie of the Month: +1

• Rookie of the Year: +5 (2nd: +3, 3rd: +1)

Minor League System

Roster Limits & Age Restrictions

• AAA: 30-man, no limits

• AA: 30-man, no limits

• A Adv.: 30-man, max age 25

• A: 30-man, max age 24

• A SS: 35-man, max age 23

• Rookie+: 45-man, max age 23

• DSL: 45-man, max age 22

AWL (Appalachian Winter League)

• 35-man roster

• Max age 23, max 3 years service

• 60-game season starting Sept 20

SIM Schedule

• Regular season: Mon, Wed, Fri, Sun (7 in-game days)

• Postseason: play-in, then split series (1–3, then 4–5/7)

• Early exports may accelerate sims

• Offseason: daily sims (posted by Commissioner)

Team Movement

• Vacancies posted for applications

• If multiple GMs apply, decision made collaboratively with Commissioner

Second Team Assignments

• GMs may request a second team; Commissioner may approve or deny

• GMs may not trade or draft for the second team

New GMs

• New/returning GMs may void 1 contract

• This does not apply to GMs who utilize the team move section.
